Description

The Community Care sector is one of the sunrise sectors of Singapore economy. With a rapidly ageing population, one of four Singaporeans will be aged 65 years and above by 2030. Many of the institutions are expanding their capacity to meet the projected growth, with more than 6,000 jobs created for support care staff, i.e. Healthcare Assistant (HCA), Therapy Assistant (TA) and Nursing Aide (NA). At present, key occupations like nurses and allied health professionals (AHPs) are licensed, which ensure relevant professional qualification with a whole suite of training and scholarship programs to equip them with the right skills. However, the support care roles are largely low paying with no clear skills sets specified - these jobs are often perceived as low-pay and unskilled with no clear training and career progression pathways.

The Community Care Skills Standards Framework (CCSF) aims to articulate clear skills standards required for these enhanced job roles of support care staff, and to provide a more skill-based career progression pathway to attract and retain locals in the Community Care sector.

Community Care Skills Standards Framework (CCSSF) is designed and developed to:

    • Improve productivity; smarter, more efficient jobs
  • Set Appropriate Pay Benchmarks
    • Remunerate skills-based jobs at the right level through job-sizing

    • Certification Pathway & Progressive Wage Model for ILTC

    • Delegate more clinical responsibilities to Support Care Staff
    • Re-evaluation on staffing ratio (from no. of staff to quality of staff)
